Move chunk_cache.csv Location to Configs Folder

The chunk_cache.csv file needs to be in the cache folder in the outputs directory. Since this is a model input, it might make more sense to move the reference to the configs or data folder.

And I'll add your comment from #428 that at a minimum, documentation should be updated.

I made some documentation updates in the released version.

We support a few different types of input cache files (skims and TVPB pre-computed tap to tap costs) in the output\cache folder so I don't think it makes sense to move just the chunk cache file at this time. However, I like this general idea so I'll leave this issue open, but unassign it so we can reconsider it later if we want.
