Summarize your change. As part of ongoing work to address the issues with the current scheduler logic, SPI created an overview of the current state of the host report and booking system. Though SPI is still investigating the issue and potential solutions, this overview file may be handy to include in the documentation.

@bcipriano where would you suggest we place this doc file? The docs dir seems like a good option, but it's already being used for the python api references

This is a great doc to catchup for new users - really helpful. Is there a diagram regarding database entity relationships ?
