Tooltip not showing when element bind by dynamically

I tried to display tooltop on dynamically bind element but getting no luck. Any method or property which i am missing in my configuration.

  tooltipsConfProvider.configure({

Also try like this <button class='jsgrid-button jsgrid-deactive-button' tooltips tooltip-template='tooltip deactive' tooltip-side='bottom'>
