Thats not 100% correct, tag and release do have dedicated title information

@soulmerge the `co-authored by ...` is always added doesnt mather if UI or API, if you commit for somebody else
it just is named as Peer, but it actually is the interface the agent and server implement to communicate to each other so you could calll it something like AgentAPI...
also this types should be moved: https://github.com/woodpecker-ci/woodpecker/blob/4456da99c56437ef49c799a047ad3518023e6ce3/pipeline/rpc/peer.go#L24-L51 to pipeline-backend-types
well i would not thing about that if i read it ... peer is to generic
