Pressing shift arrow doesn't cause the snake effect to happen.

I'm not sure about MS Paint 95, but in 7, when you press the arrow and shift with transparent, it causes snake effect

Arrow keys don't seem to work at all to move the selection in Windows 98 (so I guess this is an "anachronistic" feature). Sounds like reasonable behavior, extending the scope of smearing functionality to the keyboard.
