Update script monitor user script

The Disable Vietnamese IMEs user script (for Greasemonkey etc.) hasn’t been updated since 2009 (synced with bb54a93dbded33bc2b3e43da2063f901db1da021). Also, it was hosted on userscripts.org, which is now offline. An updated version should be uploaded to either OpenUserJS or Greasy Fork, for those who like the script monitor but prefer a different browser- or system-based input method.
